Mr Ian Russell MVO Announces Forthcoming Retirement
The Confederation of the Cinque Ports announces the forthcoming retirement of Mr Ian Russell MVO as Registrar of the Court of Chancery and Admiralty of the Cinque Ports, Seneschal, and Clerk of Dover Castle. Mr Russell’s retirement marks the conclusion of a remarkable 34-years of service to the Cinque Ports and successive Lords Warden, characterised by exceptional service, dedication, and leadership within the Cinque Ports and beyond.

A Legacy of Legal Excellence and Public Service
Mr Russell’s career is defined by a steadfast commitment to public service and the law. Beginning his career as a local government lawyer, he rose to become Director of Services and Solicitor to Hastings Borough Council. In 1991, he was appointed one of the Joint Solicitors to the Confederation of the Cinque Ports, a post he held with distinction until 2020.
 
In 2005, following the retirement of his predecessor Mr Ian Gill CVO, Mr Russell was appointed Registrar, Seneschal, and Clerk of Dover Castle by Admiral of the Fleet Lord Boyce. Throughout his tenure, Mr Russell has provided unbroken service to three Lords Warden: Her Majesty Queen Elizabeth The Queen Mother (Lord Warden 1978–2002), Admiral of the Fleet Lord Boyce (Lord Warden 2004–2022), and the current Lord Warden, Admiral Sir George Zambellas GCB DSC DL (2024–present).
 
Mr Russell’s service to the Sovereign was recognised by Her Majesty Queen Elizabeth II in the 2016 New Year Honours. He was invested as a Member of the Royal Victorian Order (MVO) by Queen Elizabeth II at Buckingham Palace on 13 May 2016.
 
Tribute from the Lord Warden
On the occasion of his retirement, Admiral Sir George Zambellas GCB DSC DL, Lord Warden of the Cinque Ports and Constable of Dover Castle, paid the following tribute:
 
“Ian Russell’s tenure has been longer, more extraordinary, and more challenging than many public roles I have seen. He has supported three Lords Warden with a level of precision and discipline that is rare. He is the authority on the history, politics and function of the Lord Warden and of the Cinque Ports, caring deeply for the fourteen towns of the Confederation, and their needs. He will be much missed by me and the Cinque Ports’ ‘home volunteer team’ of retired bishops, judges and professionals who offer freely of their own rich expertise. We all wish him well in his much-delayed retirement.”
 
Sir George has confirmed that Mr Ian Potter, Counsel to the Ports, will be appointed by him to succeed Mr Russell in these roles, with effect from 1 January 2026.
 
Celebrating a Remarkable Career
In recognition of Mr Russell’s outstanding service, he will be the guest of honour at a retirement dinner hosted jointly by the Lord Warden and the Confederation of the Cinque Ports. The event will take place on 13 February 2026 in the Antient Town of Rye, where colleagues, friends, and distinguished guests will gather to celebrate his legacy and contributions.

Mr Russell’s tenure has been instrumental in shaping the modern role of the Lord Warden and ensuring the continued relevance and prosperity of the Cinque Ports’ fourteen historic towns. His knowledge, dedication, and sense of duty will be remembered and valued by all who have worked alongside him.
